BACKGROUND

Farm Africa vision is a prosperous rural Africa. We are a specialist development NGO working with smallholder farmers, forest communities, local government and private sectors across East Africa for the last 30 years. With community engagement underpinning our approach, we design and implement sustainable solution to rural poverty based on evidence and best practices. In 2015 we reached approximately 1.8 million pastoralists, agro-pastoralists, farmers and forest dwellers in Ethiopia, Kenya, Uganda and Tanzania.

Farm Africa has worked in Ethiopia for over 28 years, throughout Oromia, SNNPR, Benishangul, Tigray and Afar regions. With funding from a range of institutional donors and foundations including DFID, EU, Irish Aid, Royal Norwegian Embassy, Comic Relief, Barr Foundation, and Ashden Charitable Trust, we have implemented a large portfolio of projects primarily focusing on three areas: agriculture (crop and livestock production), natural resource management, and market engagement. We implement projects directly with communities and these three approaches are further enhanced with integration of cross cutting issues such as climate change, gender and capacity building.

With almost 100 staffs in Ethiopia we align our work closely with regional and local government, civil society and the private sector. In addition to directly implementing projects within our core thematic expertise, we build local civil society organizations (CSOs) both to enhance development impact at community level and increase accountability and professional project management. As such Farm Africa directly contributes to the government of Ethiopia’s Growth and Transformation Plan and implementing its climate resilient green economy (CRGE) strategy.

The ‘Livelihood Promotion and Resilience Building of host and refugee communities in the Dollo Ado area of the Somali Region’ project is a resilience project initiated by group of NGOs with the objective of reducing food aid dependence and fostering development of a system of sustainable livelihoods and incomes for vulnerable refugee and host communities in Dollo Ado area of the Somali Regional state. It forms part of a bigger project called ‘Innovative Approaches to Building Resilience for Vulnerable Populations in Ethiopia’ led by WFP and funded by SIDA.

PURPOSE OF THE ROLE

The overall responsibility of this position holder is to coordinate planning and execution of livelihood and marketing related activities of the project. He/she will be specifically responsible in planning, execution of capacity building trainings, facilitate input supply, organize farmers groups, support VSLAs with technical advice, and provide technical support to government

counterparts.  He/she ensures that participating communities are engaged in improved high value crop and livestock production, processing and marketing. In coordination with the project coordinator, he/she will ensure partnership with government stakeholders, NGOs and other relevant agencies in the project operational woredas/areas.

KEY TASKS AND RESPONSIBILITIES

Key areas of responsibilities are:

  • Select and organize people with good business skills amongst the community in to small and medium enterprises/SME.
  • Support the organized SME to be a market catalysts in linking producer farmer cooperatives and big market actor.
  • Plan, facilitate and conduct training to develop the business capacity of SME and cooperatives on conceptual understanding of business and market development.
  • Provide technical support and applicable tools to project participants in identifying demand based potential and demand based production / products and developing business market development plans.
  • Support beneficiaries in promoting business and market development on the identified potential products and services.
  • Link crops and livestock producing farmers with market.
  • Facilitate smooth networking of the livelihood targets with micro financing institutions for financial services that enhances business activities.
  • Identify suitable private companies engaged in processing of agricultural products, input supply, and capacity development in the region.
  • Support the formation of groups in close cooperation with the project staff/NRM officer and irrigation agronomist.
  • Provide training/guidance/support to group formations and private service providers on the elaboration of business plans.
  • Facilitate linkages between private service providers and group formations/farmer cooperatives.
  • Responsible for facilitation of capacity building trainings for farmers, woreda experts and cooperatives.
  • Facilitate on farm cross learning among farmer and implementing stakeholders across
  • project areas.
  • Provide training/guidance/support to group formations and private service providers on the establishment of value chains and elaboration of business plans in close cooperation with other staffs of the project.
  • Provide guidance/support to SME, cooperatives and unions on the creation of financing schemes, revolving funds, credit schemes according to the rules of the organization, project document and governmental guidelines.
  • Provide guidance/support to woreda experts on cross cutting issues, screening environmental and social impacts (safeguard standards) of economic development projects.
  • Together with project staff prepare work plans and input needed for on agricultural activities to be implemented with farmers.
  • In collaboration with project staff and project coordinator and other stakeholders, ensures appropriate beneficiaries are targeted, trained and provided with proper inputs.
  • Assess and monitor all services in terms of rate of return, unit costs, cost efficiency other
  • relevant economic and financial methods and standard agricultural economics.
  • Follow up & monitor implementation of livelihood activities as per the plans.
  • Participate in assessment, design, implementation, monitoring and evaluation processes of the project activities.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that the project implemented according to original plan and project proposal.
  • Involve relevant government department staffs at various levels in the implementation of the project and aware them the progress.
  • Monitor and document the project progress, lessons, good experience and impact with rural community specially men & women.
  • Submit monthly, quarterly and annual reports to the project coordinator.
  • Work closely with other Farm Africa staffs.
  • Establish and maintain good working relationship with GO, Research institutions and community members.
  • Perform other duties as assigned by the Supervisor.

PERSON SPECIFICATION

Education, qualifications & other knowledge

  • Msc/Bsc in Agricultural Extension, Agricultural Economics, Plant Sciences, General Agriculture and other related disciplines.
  • Knowledge of the development & policy environment in Ethiopia
  • Knowledge of  gender and social inclusiveness

Experience

  • Minimum of 4 years’ experience in rural development and/or economic strengthening in similar organisation
  • Previous NGO work experience in rural development, particularly in refugee areas
  • Practical experience of working on community empowerment, agricultural extension, participatory value chain promotion.
  • Experience of project planning ,implementation and monitoring and evaluation
  • Experience working in the area of value chain and economic strengthening of rural community

Skills & abilities

  • Very good English language skills (written and spoken)
  • Knowledge of local language (Somali)
  • Motor cycle driving skill
  • Computer literacy, excellent record keeping and report writing
  • Strong communication and interpersonal skills
  • Good team building skills and the ability to work in a multi partner approach
  • Budget and financial management, training need assessment and training facilitation
  • Willingness to reside in rural/marginal areas, ability to work with minimum supervision
  • Strong sense of integrity and personal commitment to the goals and values of Farm Africa
  • Good community level facilitation and coordination skills
