Objectives: The purpose of the Woreda Team Leader (WTL) position is to provide overall leadership, coordination and supervision of Livelihood for Resilience Activity interventions and staff in the Woreda. S/he ensures effective, high-quality project implementation through close supervision, coaching and mentoring of Facilitators for Empowerment. S/he ensures that monitoring, evaluation guidelines and plans are followed in the woredas to effectively contribute to the achievement of project results and CARE's strategic objectives to address underlying causes of poverty and food insecurity.  S/he is responsible for following up on woreda-level activities. The WTL also establishes and maintains effective working relationships with non-government partners working in the Woreda. 

 

 

Responsibilities and Tasks

 

Planning and Implementation of Program Activities

§  Facilitate project planning and ensures that it is done with full participation of the community and partners

§  Ensure that planning and implementation of project activities are in accordance with CARE’s program principles, approaches, and procedures

§  Ensure that targeting for Livelihoods for Resilience Activity participation is done in participatory manner

§  Work closely with woreda partners in planning, implementing and monitoring and evaluation of the project activities

§  Ensure that Facilitators for Empowerment (FFE) have their plans broken down to annual, quarterly and weekly basis

§  Support the development of woreda-level project implementation plan preparation broken down by year, quarter and month plan, including the activities of value chain and microfinance and other project activities as being part of the overall plan

 Supervision, Monitoring and Capacity Building

§  Support and coordinate needs assessment with woreda partners, kebele and village level community institutions, for capacity building in relation to value chains, livelihoods, gender, nutrition climate change adaptation

§  With the partners, develop a capacity building plan and facilitate training courses, cross visits and learning visits

§  Organize and facilitate joint participatory monitoring programs with the woreda partners and community groups, both technical and management bodies, document lessons and provide feedback to the project office

§  Facilitate and encourage regular review meetings and project review schedules at woreda level

§  Support and build the capacity of the frontline staff, including Development Agents and Facilitators for Empowerment, to have deeper understanding of the different technical areas of the project, participatory monitoring and evaluation, and cross cutting issues

 Staff Supervision, Coaching and Team Building

§  Supervise, lead, guide, orient, train, coach and support Facilitators for Empowerment

§  Build the technical and managerial capacity of the program staff in planning and implementing programs effectively and efficiently

§  Recommend or initiate personnel actions such as merit increases and other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans

§  Promote and model a working style based on strict adherence to the organizational core values

§  Ensure that all program staff have appropriate individual operational plans linked to program priorities

 

 Facilitate Learning and Networking

§  Establish strong and institutionalized working relationship with local officials, community institutions and other stakeholders

§  Keep up to date on development in the sectors, including best practices examples in country, and ensure ongoing personal development and learning

§  Prepare regular project progress updates at woreda level and discuss with representatives of the woreda

 

 Reporting

§  Develop appropriate reporting formats together with the facilitators and other relevant technical staffs

§  Collect monthly and quarterly performance reports from the Facilitators for Empowerment

§  Check and confirm the correctness of the reported activities

 

 Gender Equity and Diversity

§  Ensure that gender equality and diversity values are upheld in the recruitment, orientation, performance assessment and management of Facilitators for Empowerment

§  Provide adequate time to staff to participate in gender sensitivity workshops and related events

§  Ensure that reports make reference to approaches used to address unequal gender relations

Qualification (Know How)

A)    Education/Training  

 

B.A Degree in Agriculture, Economics, Sociology, Agricultural Extension, Agricultural engineering, Health Science or other related fields

 

B)    Experience

Five years’ experience in community participatory project implementation or related activities.

 

C)    Competencies

Respect, accountability, courage, excellence, building partnerships, stress tolerance, building commitment, coaching, interpersonal skill, operational decision-making, planning and organizing, information monitoring.
